NHFPS Researcher Yusuf Mumtaz of Lewis & Clark College is currently examining U.S. policy toward Sri Lanka.  He is evaluating past American policy and reviewing Washington’s policy options with respect to the ongoing struggle between the Sinhalese Buddhist-led national government and the Tamil Tiger insurgency. He is considering the strategy for U.S. engagement that will reap the greatest local rewards in human and national security.  Mumtaz also considers the nature of American interests in Sri Lanka and the connection between the Tamil Tiger insurgency and various criminal and terrorist organizations outside of South Asia.  He endeavors to show how Washington can pursue its interests in a manner consistent with local stability and development.  His Policy Background & Options Paper will be complete and ready for Internet publication within the coming weeks.
