In NHFPS Policy Brief & Options Paper 1.04, Albert Chang of Stanford University evaluates U.S. policy toward North Korea, examining past American policy and reviewing Washington’s major options as the United States attempts to resolve the current nuclear weapons crisis.  Chang argues that the alternatives to a diplomatically negotiated settlement are becoming increasingly unattractive over time.  In particular, he demonstrates some of the shortcomings of military options and the pitfalls of economic strangulation.  He therefore advances a plan to resolve the crisis without unduly compromising U.S. security or American prestige in Asia.
